The ECHOWATER Program, developed for the Sacramento Regional County Sanitation District, is centered on biological nutrient removal facilities designed to treat an average flow of 229.2 MGD, serving a population of 1.5 million inhabitants.
The treated effluent is discharged into the Sacramento River, with future reuse envisaged for agricultural and landscape irrigation, contributing to a more sustainable management of water resources.

The project is organized into three functional areas:

Area 50, housing the primary effluent pumping station.
·
Area 51, which includes the biological treatment facilities for nutrient removal.
·
Area 52, where the Control Center is located.

The facilities comprise five main buildings, each fulfilling a specific role within the treatment process:
·
Primary effluent pumping building, equipped with two 2,500 kVA transformers.
·
East electrical building for the biological process, with two 3,000 kVA transformers.
·
West electrical building for the biological process, also with two 3,000 kVA transformers.
·
Control Center building, incorporating two 1,000 kVA transformers.
·
Blower building, fitted with two 15,000 kVA transformers.
·
Average treatment capacity: 229.2 MGD.
·
Population served: 1,500,000 inhabitants.
·
Biological reactor volume: 547,178 yd3.
·
Process: Activated sludge with biological nutrient removal.
