The 9 de Octubre Administrative Complex transformed Valencia’s former Cárcel Modelo (Model Prison)—built in 1877—into a vast administrative campus spanning over 109,000 m², combining heritage restoration, new bioclimatic offices, and advanced sustainability solutions.

The project fully preserved the historic building's protected facades while replacing its interior structure to adapt it for new administrative uses. The development was completed with the construction of four bioclimatic office towers—three with nine stories and a main tower with sixteen—designed to optimize the complex's energy performance.
The technical complexity of the project required the construction of retaining walls just 40 cm from the existing foundations, alongside the implementation of a permanent monitoring system to track deformation and ensure the protection of the preserved heritage elements.

Sustainability was a core focus of the project, incorporating geothermal climate control systems, photovoltaic power generation, and material reuse strategies. The initiative involved reclaiming over 95,000 original bricks and roof tiles, as well as preserving existing vegetation and removing asbestos-containing materials.
