The Joint Water Pollution Control Plant Effluent Outfall Tunnel comprises a new 11.2 km-long tunnel designed to strengthen the treated wastewater discharge system serving one of the largest treatment facilities in the Los Angeles metropolitan area.

Currently being delivered by FlatironDragados (USA), the project will increase the capacity and redundancy of the Wilmington treatment plant outfall system, providing an additional 2.5 hm³ per day and enhancing the reliability of critical wastewater infrastructure in California.
The alignment passes through highly complex geological conditions, including alluvial sands, rock formations and two significant fault zones, among them the seismically active Palos Verdes fault system.






One of the project’s most innovative features is the use of post-tensioned segmental lining rings, a pioneering solution in the United States designed to withstand high operational water pressures while ensuring long-term watertightness.
